Improve Procedures by which Charitable Gaming Commission Informs Licensees of Mistakes Made in Filing Report: SUPPORT March 16 - HB 156 was amended in the Senate with a good amendment and returned to the House. The House refused to concur with the Senate amendment because it was missing three words and returned it to the Senate. The House appointed a conference committee and is waiting for the Senate to do the same so these three words can be added. Wuchner AN ACT relating to charitable gaming. Amend KRS 238.550 to increase the reporting requirement for donated prizes; amend KRS 238.560 to require a letter of warning for not willful violations; amend KRS 238.570 to provide for a fee adjustment process. HB 156 - AMENDMENTS HCS - Clarify when an act is not willful and provide guidance for proper response; modify the method and amount of adjustment of the fee imposed on charitable gaming operations. SFA (1, D. Boswell) - Establish a graduated reporting schedule based on annual gross receipts and type of gaming conducted; require, as part of that schedule, that all licensed charitable organizations that have annual gross receipts of less than $200,000 and that do not have weekly bingo sessions report to the office annually at a time determined by the office; require all other licensed charitable organizations to submit reports to the office at least quarterly at such times as established in administrative regulations; set out a procedure by which the advisory committee's comments are included when administrative regulations are filed under the procedures established in KRS Chapter 13A; replace three of the at-large members on the advisory commission with one representative from the veterans' organizations, one representative form volunteer firefighters' organizations, and one representative from Catholic organizations; permit an organization to request a change in the date, time, or location of a charitable gaming event by mail, electronic mail, or facsimile; require the licensee to include a lease with the submission; require the office to accept or deny the request for the change within 10 days; permit a charitable organization to hold a charity fundraising event, including a special limited charity fundraising event, in a county other than that in which the organization has its principal place of business; permit a charity fundraising event to be held at licensee's conventions. Jan 2-introduced in House WHY HB 156 IS NEEDED House Bill 156 would improve the way charitable gaming is conducted in Kentucky and advance this important method of raising funds for legitimate charitable purposes.
