However, we must be careful not to define our security primarily in military terms. Our nation must join with others in addressing policies and problems that provide fertile ground in which terrorism can thrive. No injustice legitimizes the horror we have experienced. But a more just world will be a more peaceful world." Faithful Citizenship: A Call to Political Responsibility State governments are less likely to address global issues, but when our General Assembly proposes legislation of this nature, the Catholic Conference will work to pass, amend, or defeat it.
