State governments are less likely to address global issues, but when our General Assembly proposes legislation of this nature, the Catholic Conference will work to pass, amend, or defeat it.

Action

SB 11 AN ACT relating to human trafficking. Create a new section of KRS Chapter 509 to define the crime of human trafficking and punish it as a Class B felony. Judiciary Support Contact Senate Judiciary Chairman Robert Stivers and urge him to give SB 11 a hearing and a vote as soon as possible.
HB 26  AN ACT relating to postsecondary education. Amend KRS 164.020 to require that the minimum qualifications for admission to a public postsecondary institution shall require a person to be a U.S. citizen, national, or permanent resident, or meet other specified requirements; amend KRS 164.518 to require status as a U.S. citizen, national, or permanent resident to be eligible for an early childhood education scholarship; amend KRS 164.753 to require status as a U.S. citizen, national, or permanent resident to be eligible for postsecondary grants and scholarships administered by the Kentucky Higher Education Assistance Authority (KHEAA); amend KRS 164.7535 to require status as a U.S. citizen, national, or permanent resident to be eligible for College Access Program grants; amend KRS 164.769 to make U.S. nationals and permanent residents eligible for the Teacher Scholarship Program; amend KRS 164.785 to require status as a U.S. citizen, national, or permanent resident to be eligible for the Kentucky Tuition Grant program; amend KRS 164.7874 to clarify language requiring status as a U.S. citizen, national, or permanent resident to be eligible for the Kentucky Educational Excellence Scholarship (KEES) program; amend KRS 164.7885 to require a participating institution to verify to KHEAA the student's status as a U.S. citizen, national, or permanent resident for the purposes of implementing the KEES program; and amend KRS 164.7891 to make U.S. nationals and permanent residents eligible for the Osteopathic Medicine Scholarship program. HB 39 AN ACT relating to postsecondary education tuition.  Amend KRS 164.020 to direct the Council on Postsecondary Education to require a student who pays in-state tuition to prove legal residency in Kentucky and the United States. HB 115 AN ACT relating to crimes and punishments. Create a new section of KRS Chapter 431 to authorize certified peace officers to enforce U. S. immigration laws and prohibit police agencies from prohibiting their officers from doing so. Judiciary Oppose Defeated in Committee on 1/11. Can be brought back. Urge Chairman Lindsay NOT to reconsider HB 115.
HB 118  AN ACT relating to alien disability. Amend KRS 381.290, relating to right of an alien intending to be naturalized to own real or personal property in Kentucky, to delete original provisions and replace them with a provision permitting aliens, both resident and nonresident, to own real and personal property in Kentucky in the same manner as a citizen, except as provided by an applicable statute or treaty; repeal KRS 381.300, 381.310, 381.320, 381.330, and 381.340 restricting the rights of aliens to own property in Kentucky. Judiciary Support Contact Chairman Gross Lindsay an urge him to give HB 118 a hearing and a vote in committee.
HB 150 AN ACT relating to employment of illegal aliens. Create a new section of KRS Chapter 337 to prohibit an employer from hiring illegal aliens; amend KRS 337.990 to impose a penalty of $5,000 for each violation. Labor and Industry Oppose Might be heard in committee on 1/24. Urge Chairman Gray NOT to give HB 150 a hearing. 1-800-372-7181; EN ESPAŅOL 1-877-739-5556. If your State Representative is on the committee, please contact him/her and urge a NO vote on HB 150

In addition to the above CCK is reviewing House Concurrent Resolutions 4, and 5. CCK does oppose HCR 25.Concurrent resolutions when adopted by both House and Senate do NOT have the force of law.
