Protecting Human Life

"Human life is a gift from God, sacred and inviolable. Because every human person is created in the image and likeness of God, we have a duty to defend human life from conception until natural death and in every condition." Faithful Citizenship: A Call to Political Responsibility

To that end, the Catholic Conference is following the progress of the bills listed in the chart below, urging passage of those that promote life, defeat of those that do not.

 AN ACT relating to human embryos.  Create a new section of KRS Chapter 438 to prohibit destructive testing of human embryos, including buying, selling, receiving, or otherwise transferring of embryos or gametes for the purposes of destructive testing; set civil penalty; make the prohibited conduct a Class C felony.

HB 181  - sponsored by Rep. Jim Wayne

 AN ACT relating to executions and declaring an emergency. Amend KRS 532.130, 532.135, and 532.140, to change the definition of "mentally retarded defendant" who cannot be subject to execution; prohibit the expenditure of any funds appropriated in the Executive Branch Budget for fiscal biennium 2004-2006 for executions of death row inmates, persons who were juveniles when the offense was committed, and persons with certain mental disorder diagnoses; prohibit the use of any other funds received by the state for the same actions; encourage the Governor to observe a moratorium on executions; EMERGENCY.

HB 242 sponsored by Rep. Robin Webb

 AN ACT relating to criminal law. Create a new section of KRS Chapter 455 to require that all criminal homicide interrogations be recorded; allow for use of the recording at trial by both the prosecution and defense; establish control over the use of taped interrogations outside court proceedings, create a provision stating that press access to recorded interrogations is subject to the limitations of the Kentucky Open Records Act.

HB 279 sponsored by Keith Hall

 AN ACT relating to the protection of embryonic human life.  Create a new section of KRS Chapter 311 to define embryo, define nontherapeutic research; prohibit nontherapeutic research that destroys a human embryo; prohibit nontherapeutic research that may result or does result in a substantial risk of injury or death to a human embryo; prohibit using cells or tissues for nontherapeutic research knowing that the cells were obtained in violation of the section; prohibit shipment of embryos to another person for nontherapeutic research; amend KRS 311.990 relating to penalties to make violation of the act a Class C felony.

Wait for further instruction on this one. It is complicated and we don't want to move on this until the wording is correct.

   Urge the Congress of the United States to pass an amendment to the Constitution of the United States to prohibit abortion under any circumstance.
