The Catholic Conference works to pass legislation that responds to the needs of poor persons. The list below includes bills related to economic justice, just employment, housing, health care, immigration, criminal justice and other categories that promote the common good, especially taking into account the Gospel call to provide for poor persons.

AN ACT relating to criminal background investigations.  Amend KRS 309.0813, 309.1315, 319.032, 335.070, 335.320, and 335.615 to require criminal background checks as a condition for certification or licensure for alcohol and drug counselors, art therapists, psychologists, social workers, marriage and family therapists, professional counselors, and fee-based pastoral counselors who apply after the effective date of this Act; require fees to be nonrefundable, cost no more than the investigations, and be paid by the applicant.

 AN ACT relating to juvenile justice.  Amend KRS 635.020 to allow a juvenile aged 14 or older charged with a felony sexual offense to be tried in adult court when the juvenile has been previously adjudicated guilty of a prior felony sexual offense; amend KRS 635.510 to broaden the criteria for declaring a juvenile to be a juvenile sexual offender where a prior sexual offense has been adjudicated; amend KRS 635.025, 640.010; amend 640.040 to conform.

House Judiciary Committee OPPOSE Urge legislators to vote against this bill because children should not be tried as adults.

HB 81 sponsored by Rep. Joseph Fischer

  AN ACT to promote the uniform application of civil rights law in the Commonwealth.  Amend KRS 344.020, 344.190, and 344.320, and repeal and reenact KRS 344.300, relating to the Commonwealth's civil rights laws, to provide that the Commonwealth has occupied the field of civil rights law and that local laws on the subject are prohibited.
