HB 269 Limits the Death Penalty in Kentucky

Representative Chad McCoy (Bardstown) filed HB 269 which would eliminate the death penalty for individuals diagnosed with a severe mental illness.  The legislation has nearly 20 co-sponsors with support continuing to grow from members in both parties.
